In 2003 The Bureau of Land Management implemented a new Travel Plan governing motorized recreation in the San Rafael Swell. This new plan closed 468 miles of trails and roads. This closure represented a 40% reduction in designated routes available for OHV recreation in the Swell.

USA-ALL appealed the new Travel Plan to the Interior Board of Land Appeals (IBLA). Our arguments were rejected, and the BLM's new Travel Plan was upheld by the IBLA. USA-ALL then appealed the decision to the federal court. The case was briefed before the court from January to April 2007. Final oral arguments were presented to the court on July 18, 2007, and we are now awaiting the judge's ruling.
